Priya moved to Seattle in 2023 when her husband Arjun started an H-1B job. On an H-4 visa without work authorization, she could not get an SSN. Arjun filed “married filing separately” for 2023, and Priya could not open a credit card or even join his phone plan as an account holder.

Outcome

No. The IRS does not issue ITINs for credit or banking. You need a federal tax reason, such as being claimed on a joint return.
Then you are eligible for an SSN and cannot get an ITIN. Apply to the Social Security Administration instead.
